Civil War Reconstruction Era Envelope Addressed to Howell Cobb Athens GA \'66-\'68:

Empty envelope hand addressed to Gen. Howell Cobb, Athens Georgia. Letter has red wax seal that was broken on the other side. Stamped ROME July 7 Ga on left hand side with initials in handwritten ink above the stamp and PAID 3 with a line through the 3 on the right side. The three cent stamp went into effect in 1866 and Howell died in 1868 giving the letter a narrow window of circulation despite not having an evident year anywhere.
