From the Estate of Former Tennessee governor Ned R. McWherter, this is a rare and unique piece of postal history. I have not been able to find any other examples of postal commemorative souvenirs that were gifted to the USPS board of governors.
The USPS board of governors is equivalent to a board of directors for the postal service. The 11 member board consists of nine presidential appointed citizens, the Postmaster General, and the Deputy Postmaster General.

Ned Ray McWherter, the former Governor of Tennessee, served as a member of the U.S. Postal Service Board of Governors following his appointment by President Bill Clinton in 1995.

- Position: Served as a part-time member of the nine-governor bipartisan governing body, which functions similarly to a corporate board of directors for the agency.
